Setting Technically, this must be the time of season 5, but it's a violently AU world branching off in season 4, without s5 elements. And it's in Cleveland.
A/N So, if Spike didn't come back to Sunnydale, what changed? Buffy and friends didn't get to find out about the Initiative except via Riley and Professor Walsh, that's what. They weren't hiding a fugitive from the Initiative. They'd have taken it at face value, at least for a while. And that might not have gone well. (Oh, and psst! Did you really believe that the Sunnydale Initiative was the only branch? *shakes head* So naive...)
